They called it a "bungee ball". I had to do a Wikipedia search to figure out what it was, but here's what is says: Bungee Balls were a fad in March of 2003, and most Bungee Balls were sold during this time period. After March 2003, they started vanishing from stores, partly because of controversy over what was contained inside them. They were also discontinued in many stores because usually after about 4-7 hours of use, the bungee ball's bungee cord would snap, making the toy useless, and the ball itself would break, releasing synthetically-made liquid. They were recalled because of concerns that the cord could become wrapped around a child's neck whilst playing with it. By October 2003, nearly all of the bungee balls had vanished from retail stores, and are now mainly available by online shopping.
